Environment, foundation, building. Isn’t that the way we build a home, and evaluate it as real estate? It is a good system, and needs to be applied to Reliability as well. Top Condition Monitoring activity does not mean a high Reliability level. Reliability Culture is a desired environment, and knowledge is a necessary foundation.
